About

Drawing on more than 30 years in education and children’s services I work as an independent consultant, write on issues around children and education, and speak regularly at and chair conferences in these areas.

Reflecting my interests in the strategic use of data, I became Chair of the National Consortium for Examination Results (NCER) in April 2015. NCER is the Community Interest Company co-owned by local authorities which carries out education performance data analyses for schools and local authorities.

Also in April I became Chair of the ADCS Associates Network.

My most recent publication is ‘Improving Educational Outcomes for Children in Care – Research Implications for Local Authorities. I have also recently produced an analysis of the 2015 Schools Causing Concern Statutory Guidance, which forms the next section of the ‘The Role of the Local Authority in Schools Quality Assurance’ series. I’ve also written on the same topic for the Local Government Information Unit.

Last year I completed a major piece of research for CIPFA on ‘Research on Children’s Services Spending and Budgeting – Section 251 Returns’.
